YES IT WAS APPROVED BUT IT WASN'T EASY: Funding the Fourth Early Voting Site

For many people who are just reading the headlines, you will think that the vote was simple, quick, and done. But to be honest the vote was not simple at all. 

What really happened was an hour of confusion, legal questioning, conflicting statements, and procedural debates. 

Because at the end of the day, this was not just a vote for a 4th early voting site. It was a reality check on how complicated local democracy really is.


The Spark of the Conservation

Before anyone made a motion, the Board of Commissioners struggled to understand why the Board of Elections was before them and why they were even being asked to approve funding for a 4th site.

Commissioner Gooch asked a question that seemed to have been the backbone of the conversation going forward. 

“So what are we asking for tonight?” he said. 


Who Actually Has the Power

Commissioner May made it clear about what they can and can not do

“I've heard a number of people come before the public and indicate that we make that decision. So I think it needs to be made clear that this board does not make decisions in regards to voting sites.”

Director Tonya Burnette confirmed it. 

Under North Carolina law, early voting plans must be approved unanimously by the County Board of Elections or they are sent to the state for the final decision.

But this was where the conservation started to shift. The Board of Commissioners focus then turned to was the process done correctly, and what legal limitations do they have. 


What Really Happened at the Board of Commissioners Meeting 

The conversations quickly turned into a back-and-forth debate over whether the Board of Elections had even voted together on request funding.

Board member Douglas Smith was expected to be present but texted Board of Elections Director Tonya Burnette saying he could not attend because he was not feeling well. 

Questions were asked about if there was a vote approving the funding request in the records. 

“I’m not against funding. I want it done the right way.” said Commissioner Gooch

During the conversation, text messages from Board of Elections Secretary Debby Butler read by Commissioner Karan said there was no vote. 

But Gilreath maintained that all members had voted in favor of requesting the funds. 

All of a sudden draft unseen minutes were brought to the table in an attempt to clarify what actually had taken place. 

From there, the County Manager and Attorney shifted the conversation to how they could legally move forward.


The Context Behind the Request

Gilreath argued that approving funding for a fourth early voting site would provide more options for the Board of Elections to make better decisions for early voting sites across the county.

“The vision is to have efficient, common sense voting locations across Granville County to give people an equal access as possible to make it easy to vote,” Gilreath said.

Commissioner Tony Cozart added some context to the conversation stating that he attended both Board of Elections meetings. 

He emphasized that if commissioners approved funding, the Board of Elections would then have the ability to revisit its options.

“So they will be in a position if we fund a 4th site to do what it chooses to do about site locations. It won't be that they don't have the funding for foresight and what they do would be their call.”


The Final Motion 

After an hour of tension, hard questions, and long debates, Commissioner Gooch made a motion to move money from the unappropriated fund balance to the Board of Elections with a clear condition.

“Funds appropriated under this amendment may be used solely for the establishment and operation of an additional early voting site approved by the county board of elections.”

It was seconded by Commissioner Griffin.

The Board will consider the following matters:

  1. Reconsideration of Saturday Early Voting Dates: The Board will reconsider the inclusion of two Saturday hours and dates (October 17, 2026 and October 24, 2026) as part of the approved dates and hours of operation for the early voting plan for the November 2026 General Election. The Board's approval of dates and hours at this meeting does not establish or approve any specific Early Voting site.
  2. Reconsideration of Early Voting Plans: The Board will reconsider the location and number of early voting sites for the November 2026 General Election, as part of the County's Plan for Implementation under N.C. Gen. Stat. § 163-166.35. Approval of early voting plans requires the unanimous vote of all members of the Board.
